The best Men at Arms are either Horse Archers of nomad Cultures with an amazing base statline of 45/20/45/30, or Konni Light Cav of west slavic cultures with 40/20/60/30. Depends really, because you've get both of these in the tribal stage of the game they're better than anything you'll encounter at that point.
